loping 22 hp

I have a 1998 bolens rider with the 22 hp briggs,ohv V twin on it with the non-adjustable carb with with the plastic intake....it wouldn't crank without starting fluid and it was the choke linkage binding,I pulled the carb and tore it down,very clean ,no trash,checked the needle and seat,fixed the choke and it fires right up but lopes badly.....I put new orings back on the intake where it bolts to the block,new fuel filter and lines but it still lopes from idle to wide open,there is no adjustment on it......any suggestions?thanks

I'll bet you need to rebuild the carb and install a new float needle and seat.
