left side forward and reverse steering lever on Snapper ZMT2500 KH does not operate

Mower only wants to turn left. left lever has the feel of no hydraulic pressure. Hydraulic fluid is full and changed 100 hours ago. The mower has 744 hours on it.
 
Somebody didn't activate the bypass lever for pushing did they and then not return it to its normal position.
