Hi everyone today I got a lawnboy 8251 and it has a clean carb and doesn't have a spark at all so I am going to get a new coil but my main question is if 60psi is ok for it to be in running condition?

Should be around 90 PSI. On my 8252 the compression is 95 PSI. If you decide to install new rings you should also change the 3 oil seals, 2 on crankshaft and 1 on the pto shaft.

Agreed, 60psi is to low and will not have enough compression to run.
A good chance the rings are carbon seized into the piston ring groove.
-I'd pull the cylinder and clean things up at the very least.
-New piston, rings, clip etc at best.
-Clean piston with new rings in the middle.
