Originally thinking it was a loose belt I tightened the string and the belt moves and I even noticed the axles were moving but the wheels did not move at all. Any ideas? The axles are free of debris and grass. The belt tension is also good.

While I'm here, I just changed the oil using shell t6 fully synthetic anybody else use car oil?

The mower is a craftsman 650 series. Powered by B&S

Have you bled the system after changing the oil.
You need to raise the rear wheel. Run engine at low rpm.
Move the drive lever to forward and reverse and also disengage and engage the dump valve.
Drive should start to work. Increase the rpm as the drive gets better.
Usual oil to use is fully synthetic 5/40 or 5/50.

Sometimes people forget to put the pins through the axle at wheels. This allows the axle to turn and not the wheels....Ask Me How I Know This :biggrin:
