F engine. After priming 4 times motor starts at high RPM then settles down to correct RPM. What causes start at such high RPM?

The air vane governor is wide open with no air from the flywheel blowing on it, then backs off the throttle when the motor gets up to speed and the cooling air flow is on it. Maybe the carb shaft that the air vane sits on need a drop of oil to free it up for faster reaction? Or could be just the design of the machine to do this?

I usually only prime mine twice. It might be as simple as having a lot of fuel in the carb throat at start up.
