I beleive that I have found the problem that was causing the engine to surge and not run without the choke. The throttle linkage bracket was loose on the throttle shaft and the foam wsher was missing. I tightened the bracket and replaced the foam washer. The carb is now soaking in Berrymans. After the soak, I'll put the carb back on and give it a try.
