See troubleshooting page 18. Take fuel line from pump to carburetor off & see if carburetor is getting fuel. Remember Safety First !

Is the pulse hose in good condition not clogged up or swelled shut?

The impulse pump is a simple spring loaded diaphragm pump with a check valve on the outlet .
Proper ones have 2 check valves
The impulse signal moves the diaphragm back & forth
They very rarely give any grief
The amount of impulse signal down the tube is quite week at cranking speeds so you will need a bit tissue paper over the end or a damp finger or your tongue to feel it.
No impulse at all = hole in piston, broken con rod , blown head gasket
Take the dip stick out and see if there is an impulse signal coming out of the tube .
