Newby, girl who needs help with her mower. I have a Troy Bilt Bronco that is less than a year old. A few months ago I decided it was time to do an oil change but ran into a problem getting the oil filter off. After messing with it for a long time, a guy friend of mine came over to help. While he was helping he took off the speed control bracket which didn't need to come off. Once we got the filter off he put it back on and left. I proceeded to add the new filter and oil, but when I start the mower it is now running way too high no matter where the throttle control is set. I have the service manual and I have tried shifting the speed control bracket back and forth, and I have tried adjusting the choke screw and another screw which I circled in the attached image.
Unfortunately none of it seems to make any difference. The only thing that changes the idle is me putting my finger on the governor lever and moving it myself. I'm at a loss and don't know what I need to do to fix it. I can't afford a repair man so I have to figure this out.
In the repair manual it talks about setting the rpms by aligning holes but I don't understand how I can align all three holes at different RPMs while ensuring the one I just adjusted doesn't also shift.

Hello.
Did he remove the governor lever (B) from the engine? If so, he probably didn't line it up right when he put it back on. It would need to be loosened, turned a bit (without turning the shaft it's on) an re-tightened. If the screws weren't turned when you were doing the oil filter thing, it probably wouldn't do any good to try and compensate with them now. You have to figure out what was put together differently than before.
Another possibility is that the throttle lever (E) was bent (or straightened) and is now a different length than it was before.
Or here's a thought: were the linkages taken off the carburetor? Any chance the throttle linkage was put on the choke, and vice-versa?

Sounds to me like you are over your head. You need someone with a tachometer to reset your governor. Free help isn't always free.
