When the needle has no effect on rpms does it need a new needle and seat?
I have seen this on other motors too.

Well a CV634S doesn't seem to exist.
As for the carburetor no parts are readily available so couldn't replace the mixture if you wanted to do so.
The engine that you are working on also probably has a governed idle speed which will fight you on set the idle mixture; unless, you the throttle lever against the idle speed stop. Even then you may not see any notice speed changes as these carbs have low speed fixed jets.
