SV600. Can I use black rtv on the valve cover INSTEAD of a new gasket like on Briggs engines or do I need to get a new gasket?

Rivets

Only if you never want to remove the valve cover without ruining it. The design of that cover is different than Briggs and if you go with a liquid gasket when you try to remove the cover later it will not come off easily. Seen it more than once and have had to replace the cover.
