Kohler courage 20 mod SV2108 hard start

Kohler courage 20 hp mod SV7108 won't start. Where is the compression release mechanism? I took it apart I pulled the camshaft out everything looks good. I pulled the heads apart also. I don't see anything that could release compression. The valves are at correct spec. There is a area under the camshaft with a cover with one bolt and inside is what looks like a chunk of steel wool. Where is the compression release mechanism? Thanks.
