KOHLER command 15Hp.. has new carb and new fuel pump. Fuel pump pumps fuel to carb but engine won't start without putting fuel in carb.

Engine will run until fuel is out of carb. Fuel Solenoid has 12vdc but gets pretty hot when trying to start it. Fuel lines are good with a new filter. New gas cap and fresh premium fuel... could an intake valve cause a no flow issue? How about a plugged exhaust? Scratching my head...

How does air filter look?
You said fuel solenoid gets hot when trying to start engine, make sure fuel solenoid is grounded tight. Use 93 octane gasoline & a quality brand fuel additive.

Check that the choke butterfly is closing fully

Ditto on the choke closing fully.

Choke closes fully and air filter is new. It will run a few minutes if you find the perfect choke setting (3/4) and throttle is a little over 1/2. Has a fresh oil change and has always been kept in a garage.

I would remove the fuel solenoid and snip it off, reinstall. To eliminate that, as it is not critical to engine function.

thats a fuel restriction, you may have ordered or they sent you a carb with too small a jet in it or its defective

double check the shut off solenoid is working because sometimes they get bad wire connections and if its not opening thats your problem

Fuel solenoid may be getting 12 volts and still not working. I found mine with the plunger stuck. You have to take it off and test it to make sure the plunger is retracting.

Checking fuel solenoid can be done by connecting and disconnecting wire and carefully loosening solinoid at carb bowl. If it's connected fuel should be present after keys turned to on or start position. Verifying the float in the bowl has free movement is probably not bad idea either. It should easily (no resistance or drag) be lifted up and then drop freely.
