Kohler carburetor and governor help

I rebuilt my carburetor and now it will not run unless the choke is pulled 3/4 out.
Also, is there a way to verify that the internal governor is working as it should.
This machine has 1900. hours on it.

Can you hear the fuel solenoid click when you turn the key on and off.

Hello,
It was not the fuel solenoid, I reset the float and now its running, Still needs work
but now I can at least cut the lawn. Also need to reset / relocate throttle and choke cables, any help here would be great.
Is there a way to test / check internal choke systems without engine disassembly?
