Ok I bought this thing from a chinese guy who said it hasnt run in 2 years, there is no gas in it and it wont turn over at all, im going to test the battery and add fuel, what else would yall suggest.

After checking the oil and the battery, pull the spark plug and check its condition. That will tell you a lot about the shape of the engine. With the plug out, can you turn the engine over by hand. If so, how about with the starter? If so, I'd say she's got potential!
Assuming that you get it running, I would add a manual fuel shutoff valve between the tank and the inline fuel filter. This prevents the fuel in the tank from draining into the engine and contaminating the oil, which has happened multiple times to two of my neighbors' lawn tractors (either the key gets left in the 'on' position or a piece of debris sticks the needle valve in the carb open a bit). This spring, I added shutoff valves to all of them. Cheap insurance that should be factory-installed IMO.
