John Deere Z425 runs PTO and Hour meter not working

Z425 mower , PTO Clutch Ohms correct and continuity on wiring checked. Stator has correct voltage out and so does voltage regualtor. The PTO switch checks out, and replaced just in case. Could relay be bad even though the mower starts up fine? At a loss.

oh also "might" be relevant, carb solenoid is disconnected.

Nope, That is for the 425 rider and not the Z425 ZTR.
