Well after studying the forum concerning surging on the 318 I took the intake manifold out and used gasket sealer to stop what I thought was a leak
Everything went back together as it should but I still have the surge. Can someone point me in another direction to address this problem.

Sounds like water in the gas, carb could have gunk in it, or maybe float or needle sticking in the carb.
Drain the gas, put you some premium in it and see how it does then, also I would clean the spark plugs if really dirty and a lot of carbon build up then I would say gas issue.
