John deere 115 rpm way too high

I really need help it starts just fine but immediately sounds like it will blow up cause its running so high the carb is adjusted fine and the governor is working fine. HELP!

Well, not so sure the governor isn't working fine... I'm assuming you don't have throttle control?
Also the ENGINE model numbers would be very very helpful.

It is the governor that controls the speed so if the engine is racing the governor is not working .
