Check your battery, charge it and have it load tested. It should be charging based on what you stated.

This should have a 3-wire circuit connector at the regulator. 2 are for AC Voltage input from the stator and the 3rd is for 12V battery charge out voltage.

The battery charge wire has to be connected to show output from the regulator. It does not work if disconnected, the load of the battery has to be present.

Check the wire running from the regulator for the battery charge circuit. They often connect at the starter solenoid with the main positive battery cable.

First make sure the voltage regulator case is grounded to the metal part of the engine. IE the invisible DC return wire path. Otherwords you can't test the regulator unless it is grounded. All of the engines that JD used appears to have used on Z425, the regulator that is mounted with two screws two metal tin cover.

Also most voltage regulators needs to see the battery voltage at the B+ Terminal in order to produce charge voltage. I haven't tried one Briggs regulator to see if this is the case with them but I do know Kawasaki regulators are this way.

If all thing are present then the new regulator is bad. I assume it is a new one and not an used one.
