I have a John Deere D13 724cc, 22hp mover. The mower surges all the time when running. replaced the fuel filter, spark plug and put fresh gas in it. what else do i need to check?

Have the carb cleaned and rebuilt.

What you should have done in the first place, remove the carb & clean it.
