JD 425 Start

I have a John Deere 425 purchased in 1993. Recently when starting the engine, I'm getting a lot of smoke and some fuel coming from the exhaust pipe. The engine doesn't immediately cut out but I have to play with the throttle and cannot mow with the engine running like this. Neither can I look at the air/fuel adjustment screws since I have to work the throttle. Changed the spark plugs.
Ideas?
