Turn the key get lights on dash.No starter. Not getting 12 volts to solenoid.Replaced starter and starter switch.Checked safety switches.There are 3 relays mounted on firewall.Could one of these be causing my problem?Any help would be appreciated.

Technical Service Repair Manuals are a must have if doing your own troubleshooting & repairs.

As Mark said, troubleshooting is the key. Throwing parts at an electrical problem can get very expensive because most electrical parts are non-returnable.

As you found out, replacing a starter that isn't getting 12 volts sent to it is not going to cause 12 volts to show up.

OK,and any ideas?

Basic tractor wiring for cranking circuit
From the fuse -> B terminal on the key switch -> S terminal on the key switch > PTO switch > brake Switch > solenoid trigger
Now JD lke to complicate things by throwing in a few relays and without a circuit diagram I would just be guessing which is dangerous .

Get out your voltmeter and start tracing, starting at the battery. Most mowers have PTO, seat, and brake safety switches and the path from battery to starter solenoid will go through them.
