Is it important when cleaning a carb. to remove the welch plugs and reinstall them

I usually remove them when cleaning but in most cases it is not needed. Unless you know what you are doing you can do damage that will destroy the carb.

If you don't clean behind them will this cause the carb to not work right

In some cases it can lead to surging. the problem is there isn't a lot of room behind the welch plug and if you are not careful and push the welch plug in too far will damage the transition ports behind the welch plug.
