Got this reply from the manufacturer.
All electric PTO clutches in the industry can only sustain a maximum of 14.2, at 14.3 the clutch will start to overheat and burn up. Honda states that there engines should on be producing a max of 14.1 anything over this is out of spec.
If you could hook your meter into the plug where the clutch and mower plug together, then start the engine and run at full throttle. See what the voltage is at the plug with the clutch engaged and blades spinning at WOT.
