huskee lt 4200 wont start

I have a huskee lt 4200 that wont start

new battery
new gas in tank
new spark plug
engine turns over but wont start
can turn by hand, seems to have compression
pushes gas out of spark plug hole
spark seemed weak on old plug

am thinking maybe voltage regulator? does anyone have experience with something like this?

It should not have gas coming out the spark plug hole.
The float Is not sealing rite and letting fuel in the cylinder when not needed.

Having a similar problem with my mower. Same type back firing through carburetor. Tried everything I can replaced all filters changed oil and spark plug..
.still nothing will crank but won't turn over...ANY HELP WOULD BE GREATLY APPRECIATED!
