hi guys i have fully rebuilt my 23 hp intec engine with new crank con rods pistons rings valve grind i have high compression and wont turn over i have even tried over tighten the valves so they don't seat property and it turns over real slow with jump start of a car battery but dosnt run faster enough to start is there a decompresson thing on the cam shaft ? if i take the pugs out it winds over fast
