Okay from looking at your image and the mower here. First you have the RH spring on the left side. Since it is raining and I don't like working in wet clothes. I reckon I could strip down but I don't want female neighbors getting a free scare show. It appears that the rear wheel/ handle bar mounts have to be loosen enough to allow you to remove the cover. Then as put the cover back on do one spring and tension it. The looped end goes on the metal bracket and the long straight section on against the cover. Then do the same with other spring as get the cover back in place being careful not to let the first spring slip out of place, Looks like it could a pain to do the first time around. The amount tension might require more than one wrap on each side but sides would need the same amount tension.
NOTE: I haven't done this before and would need to actually do it to know for sure. But maybe what I posted is enough to jog your memory.
Also what the IPL is showing for a spring is different what you are showing. So either the model is incorrect or Toro has the wrong info posted. If lost one of the springs I can post the spring PNs when it quits raining so I can dig out the mower here or maybe someone else can.
But it looks like I in for rain all of today..
