I have a Honda self propelled mower. Its 9 years old. HRR216VXA GCV160 engine. The motors been surging for quite some time so I installed a new carburetor. Since doing so the throttle linkage doesnt seem adjusted correctly. Using the throttle control the carb wont adjust to choke position. The engine wouldn't start. I clamped the choke closed and it started after 3 pulls. However the engine is still surging. I've checked drawings of carburetor and it appears I have everything in the right place. Is there a way to adjust the throttle cable? Why would it still be surging?

The choke rod is in backwards. Turn it around. If you did all this try to see if the governor is set properly.
