In a day or 2 I'm gonna make a video on your type of engine and show the area you need to look for....

I have a running Honda in my shop that I'm working on.. All it needs is a recoil starter to crank it ~!~!~!

So I'm finally able to check back I've checked the mower and indeed the safety switch was not making cantact I am able to push the brake arm to the point that the engine will start since I can do that leads me to believe the cable has stretched so I'm going to put on a new one hopefully solving my issue

Thanks for the reply to your fix........ Yes the cable is bad and when you put your new one on it WILL act right........
