honda gc160 runs at full speed

have a pressure washer with a honda gc160 a dhaf ( gcaha-1511401) when started it runs at full speed , can slow speed manually will not stay at minimum speed, looking for solution to keep from running at max rpm, is it possible spring or governor adjustment if governor adjustment how is that done
