having trouble with the idler pulley and belt

I am having trouble with replacing idler pulley belt on my v21. I couldn't get the engine to turn over but no go. I need help- I don't know what I did wrong but the reason engine wouldn't turn was because idler pulley and belt was rubbing against the crankshaft pulley above the blade adaptor. What am I doing wrong?
