The range between idle and high RPM's is like less then an inch. I can adjust a moderate rpm with some effort but it would seem to me based on the large area shown by the markings on the mower that this should be a very gradual process. It is difficult to find a nice running speed. The mower wants to go from idle to a very high running speed.

You get generic information which nay be applicable or may be totally wrong might make everything clearer or leave you more confused than before you started.
The amount you can move the throttle lever depends upon the difference in length between the inner cable and the outer cable.
Cables break & people shorten them rather than replacing them.
Next there is no "moderate engine speed"
The engine has 2 speeds, low idle while you are off the seat moving stuff off the lawn , opening gates etc.
And flat out when you are mowing.
