GRASSHOPPER 721 can't seem to get the deck low enough!

I recently bought a used 2003 grasshopper 721 front deck mower and can't get the deck adjusted low enough? I have looked at everything and can't figure out what's going on. When i put it on it's lowest setting it's still way too high? Any suggestions?
