G1800-S Deck Blades keep spinning after PTO Disengaged

I'm trying to figure out why my blades keep spinning after the PTO is disengaged. The PTO does disengage, You can very clearly hear the massive amount of power loss from the blades when you disengage the PTO. But the blades just keep spinning, almost sounds like they are just free spinning, but they get to a certain speed and just keep spinning. If I take the throttle all the way down to the point of nearly killing the tractor they might stop spinning.

On the flip side of this, if I just start the tractor(blades at a stand still and PTO disengaged), I can put the throttle anywhere I want it and the blades wont budge a bit until I engage the PTO.

Is there some kind of PTO brake or something that is supposed to stop the blades when the PTO is disengaged?

Deck is an RC54-G20.
