When starting engine it will turn but will not go past top dead center, took plug out and it spins freely. Put three different starters on it and got the same results. Checked valve opperation (OHV) all appears to be in order. Any ideas?

Your Valve clearances are out of adjustment or your Decompressor is possibly broken off the end of the cam shaft.
