Governor is set correctly.
Governor (oil sling) was changed despite not being broken..then changed again just in case the new one was broken
carberatur was cleaned thoroughly
carberatur was replaced
new carberatur was replaced just in case that one was defective
The governor is not working
So either you have replaced it wrong or adjusted it wrong
The governor SLOWS down the engine
So if an engine is racing then the governor is not working.
