I believe my tractor is the same as a Simplicity model 4212H hydro
The rear tire is flat and I want to install a tube. It appears that I would have to use a gear puller to remove the rear wheel from the axle. Is it possible to change this 18x9.5-8 tire while the wheel is still mounted on the axle? That is how farm tractor tires are replaced. Please advise

Well when it comes down to the wire yes it can be done. Just not easy as it is a 8 inch rim and regular tractor tire have a lot larger rims to work with but I have done it even on 6 inch rims on go carts.
Either way rust is going to be a problem most likely. Also the smaller the rim diameter the harder it is to get bead off and on.
AFAIK , all rear wheels should slide off the axles easily
Over time if the wheel is not removed every few years and the axel greased they rust on solid .
For he amount of difficulty you will have doing the tyre change with the wheel on it would be the same as pulling the wheel off .
But pulling a stuck wheel off is a once only problem where as fixing a flat tyre can be weekly if you have the wrong plants in your garden,
