Got a batch of Honda's for cheap and one has engine problems which I know very little about. Took apart and looks good (to me) except the exhaust valve is real gummy and valve does not appear to seat down fully. Is this normal? Was trying to buy a used one on ebay. Assume the number stamped on side of the head needs to be exactly the same. Mine is ZG9 HM10. See some ZG9 HM9 s and ZG9 HM1 s, but these will not work, correct? thanks for helping out a neophyte.

This is usually not normal. Generally speaking, the situation you are talking about may be caused by carbon deposits or sludge accumulation, which will affect the valve sealing and engine performance. On that mower's engine there two different heads used depending on the serial number. And doesn't include the valves, springs, or other components.
