Cub Cadet LT42, unable to remove rear tire

This is a year old.

Has a cap that I have removed.

Under that is a single bolt. I have tried a ratchet but it feels like it is just spinning and not getting loose.

Something I am missing?

Have it on the ground so the tire doesn't spin while loosing, and have jack ready for after it is broken free.

Tire has a slow leak, and needs air once a week.

try putting in gear to remove bolt, axle may be turning, also apply anti-seize to both axle shafts before installing wheels, torque bolt to 15 to 19 ft. lbs.
