I have a Craftsman 21032 Weedeater. I am pretty certain that the engine is a Briggs and Straton. The issue that I am having is the engine will not turn on.

I had a link that I can show of similar one but I was not able to post it.
I have done the following:
When I pull start it, it almost sputters and sounds like it is going to start, I can smell fuel being burned off but it does not start. Its almost like I need to adjust the carb to get more fuel. I do not see any adjustments on this one to do so through. I can post some pictures later of what I am working with.
Does anyone have any advice or insite if they have had this same model and/or the same problem with another small engine similar to this.

I have done the following:
- Checked the fuel lines as well as cleaned out the carburetor. I can prime the carb and it gets fuel to that point.
- I have taken the more or less oil pan off the engine and everything looks fine in there. The cyclinder moves no problem
- I tried to take the top of the engine off but one of the bolts seems to be seized on so I was not able to remove it to see.
- A couple of times the pull string became stuck. The first time I took it apart the fix it, the second i just pulled harder and it continued to pull start.
- I have tried several spark plugs including one off of another weedeater that does work but it did not work on the one that I am having problems wit
