Craftsman trimmer no fuel?

So I've got the old on there with the new one's diaphragm as the new one wouldn't start after a while anyway and as you can see it has that big yellow choke lever which is't compatible with the air filter cover without a Pita.
Anyway the new diaphragm got it going but can't keep it going. Dies under throttle and can only stay running if I play with the choke and throttle.
The shown adjustment tool that came with this new carb doesn't fit these moon looking type screws. Any tricks to turn these?

The tool that you got is the 21 spline tool. What you need is the single D tool.
