Craftsman self propelled won't allow to back up.

I have a 21" Craftsman model # 917.371812 rear drive push mower that won't allow to pull backwards. It worked fine until this spring. I have replaced the belt, spring, taken off the wheels/ hubs and cleaned and greased them. Any suggestions?? Thanking you in advance.

remove rear wheel assemblies & inspect items 14 bearing & 69 bearing for rotating smoothly, no sloppy play or drag, apply anti seize to axle shafts liberally, your local auto parts store has small packs.
