Craftsman Model 917.271080 Hydro Gear Brake problem??? Need Help

I have a Craftsman Model 917.271080 16hp 42" Riding Mower. It has been used extensively on large hills and the brakes are almost gone. I adjusted what I could today and have some stopping ability but I want to repair/replace the brakes. After looking at the manual it looks like the Hydro Gear Transaxle has to be disassembled to get to them. Can that be true????It is a Hydro Gear model 319-0650 and looking at the breakdown I see Part# 41 Brake rotor stator kit. Could you please help and let me know if there is another way or am I possibly looking at the wrong thing? My other mower had pads and a small disc but it is nothing like this!!!! Thanks

Tractor does not have brakes, try changing ground drive belt item 57 $37.99.
