HELP,,,,,,was cutting grass and the mower backfired cut off tried to restart and it would only turn over,,adjusted the vales and it will run on choke as soon as I pull it off choke it cuts off

Simple things first.
Try removing the air filter
No change
Then with the engine running on the choke, spray something like WD40 FROM A TRIGGER PACK NOT A SPRAY CAN. all around the carb.
If the engine responds in any way from the spraying you have an air leak.
Make sure the breather tube is connected properly before you start.

no joy there then open the choke and try to start & run th engine by shooting brief shots of starter fluid down the throat of the carb
Runs OK then you have a fuel supply problem so remove & clean the carb.

Cant run on starter fluid then double check the valve settings and do several rotations watching that the valves fully open and fully close.
If all looks OK then pull the top cover off the engine and verify that the flywheel key is OK.
The slot in the crank & the slt in the flywheel should come together to make a perfect square
