Craftsman Briggs & Stratton throttle cable

I have a Craftsman push mower model 917.385131 that needs the throttle cable replaced. I bought 158152 but is appears 3-4 inches too long overall. Am I doing something wrong or is the cable too long. The cable I purchased is 46" casing / 55 1/2" overall. It seems pretty basic install but I'm not figuring it out.

The 582991501 is supposed to be 48" conduct with inter wire at 55-1/2". Either way it is not a throttle cable but is an EBC (engine brake cable / Zone cable).

the factory manual says that speed is not controllable, that the speed was set at the factory. Most of these mowers are on or off. The cable controls the "operator presence bar".
