Click but non start

Good day pros.

My Honda riding mower makes a click noise when I turn the key but starter doesn't start. I hear the relay click and there is 12.6V at the starter trigger (selenoid) terminal and also 12.6 V at it's main voltage terminal. How can I test if the trigger is defective?

Thanks

Seeing you are getting full voltage on both sides of the starter solenoid when its under a full load I would look farer down the line. Cable to the starter or starter itself.

I found the trouble. The brushes are worn out. I cleaned them out for now and got it to work until I get a new set.

Thanks all for your help.
