Chord wont pull, blade wont move on Honda (didn't hit anything)

My kid was moving with our Honda and it quit. Can pull the chord. Can only turn the blade by pounding with a hammer
Took of the cover, throttle chord seems fine, still engages mechanism. Any thoughts. Could it be some safety
switch that accidently got tripped?

Check the oil - you'll find little or none .
