Hello Folks. Concerning a Weedeater 13hp rider, after removing the bottom half of the carburetor I turned it upside down to remove the gasoline and out came a small spring. Anyone know where that is suppose to be? thanks in advance.

Model, type, and code of the engine as well as the brand of carb would help to narrow down the possibly spring issues. I suspect it is the Nikki carb, and the spring you are referring to goes between the plastic float plate/emulsion tube and the carb bowl.
Picture of the spring would also help to identify the suspect spring.
