Carb problem on a robin engine

I have a 987071 robin engine 13.5 side draft carb and it stalled and gas is is shooting out the air filter housing and out a 3/8" hole in the side of the carb do you know what is wrong?

The float valve is not cutting off the fuel
Gravity is emptying the fuel tank via the carb.
