Speed control lever? Shifting or throttle cable?

If it is sticky shifting:
You will have to remove the transmission from the frame, remove top cover with the shift lever. The tranny might be sweating and creating corrosion on the slide rails for the shift forks. Lube the slide fork rails and then reassemble. Or it could be dry in the main shift lever pivot.

The hard steering:
Jack front end up off the ground and then try steering it. If it is still hard steering, remove the spindles from the front axle and take some emery tape and sand the spindle shafts. Run the tape up the fronts casting also. Lube and then reassemble.
