Briggs and stratton v-twin 22hp ELS engine runsubmission at full idle

So a guy give me this mower, it is an old Murray tractor 42" with a bigger 22hp briggs v-twin ELS engine on it rather than the 16hp original. Anyway I was able to get it running however it runs at full idle. After browsing online I figured the governor was bad, I tried adjusting it ,nothing. So I ordered another internal governor assembly and pulled the oil pan and to my surprise it wasn't broken. So what could be my issue?

Carburetor needs a thorough cleaning & possible kit installed. Post all B&S engine numbers, model xxxxxx, type xxxx, trim xx & code number. Adjust valves with engine cold per manual specs. Check spark plugs, air & fuel filters for replacement as well as engine oil if black.
